Azure provides four levels of scope:

  1. Management groups
  2. Subscriptions
  3. Resource groups
  4. Resources.

    A container that holds related resources for an Azure solution. It can include all the resources or only those resources you want to manage as a group.

[q] What are some important factors to consider when defining your resource group?

[a] • All resources should share the same lifecycle.
• Each resource can only exist in one resource group.
• A resource group CAN contain resources that are located in different regions.
• A resource group can be used to scope access control for admin actions.

[q] Why does a resource group need a location?

[a] The resource group stores metadata about the resources. When a location is specified for the group, it places metadata in that location.

This also addresses compliance requirements you need to ensure that data is stored in a particular region.
